PA celebrates new homes for families

PORT ARTHUR —

Jose Luis Arreguin never dreamed he’d be a homeowner. Yet, standing at the corner of Fifth Street and St. Augustine Avenue Wednesday, he gazed at the brand new brick house his family would soon call home.

Through an interpretator, Arreguin, who speaks Spanish, said he was blessed.

At 43, the Port Arthur resident, along with his wife and two small children, have lived for years in Carver Terrace Apartments, on the city’s West Side. With little hope of getting out of the public housing facility, he applied for a Section 8 voucher, which would provide rental subsidy on a house.

During the wait, another type of assistance was offered — one co-funded by the city of Port Arthur and the Neighborhood Stabilization Program.
