PORT ARTHUR — Testimony continues on Wednesday in a formal hearing regarding the Jan. 23 incident involving the tank vessel Eagle Otome, the Gull Arrow and the tug Dixie Vengeance.
The purpose of this investigation is to develop conclusions and recommendations that will improve vessel and waterway safety, according to the U.S. Coast Guard.
Both the USCG and the National Transportation Safety Board are leaders in the hearing.
