Groves to hear retirement complex idea

GROVES — Councilmembers in Groves are set to hear information about new construction of a retirement community.
John Guttman of JES Holdings LLC. will give a presentation on the proposed project during the 5:30 p.m. meeting Monday at Groves City Hall, 3947 Lincoln Ave., Groves.
The proposed retirement community would be located behind Encounter Church on Texas 347/Twin City Highway.
Groves City Manager D. Sosa explained the issue is not up for a vote by council at this time. The presentation is only for informational purposes allowing councilmembers an opportunity to ask questions and possibly quash rumors before they begin.
The housing development is strictly for seniors 55 and older. Screening requirements include rental history, credit history and criminal background check.
There are also income requirements; 10 percent of the units are set aside for residents at $11,000-$13,000; 40 percent of the units are set aside for residents at $19,000 to $22,000; and 50 percent of the units are set aside for residents at $23,000 – $27,000.
There will be a community aspect to the complex with a common area for seniors to play games, cards and socialize.
“It will be more like a retirement community instead of apartments,” Sosa said.
The property is question is about 14 acres although Sosa does not believe the full 14 acres will be used.
Ingress and egress will likely be on the road that leads to Carriage Park Apartments in the 5200 block of Twin City Highway. Hogaboom Road, which would flank one end of the complex property, might also be used for ingress and egress although the full details are not available at this time.
Guttman is seeking tax credits, which will offset the cost of the development although this developer is looking at having on-sight management.
This isn’t the first time a developer has approached council asking for tax credits for affordable housing for seniors. In January 2016, KCG Development gave a presentation on the proposed Pecan Grove Apartments intended for seniors 55 and over.
