It should be obvious that there needs to be established a bicycle patrol at the Avery Apartments.

Or a substation should be established and manned by two to three officers who would live there on and off “rent paid” by the city to reduce the crime rate and at other crime-invested public housing in the area.

Better to be proactive than reactive.
