Port Arthur resident Michael Navey received what eh called The Vision to make a difference in the lives of the underprivileged population within the city in 2000. 

At 11 a.m. New Year’s Day he plans to serve gumbo to those in need then go to the streets after, he said. 

 

“It saddens my heart to see the many men and women who are wandering the streets looking for food and shelter. There are families without a place of residence,” Navey said.
