Port Arthur senior citizen indicted on child sex crimes

An 84-year-old Port Arthur man was indicted on child sex crimes that reportedly occurred over a period of time and included several victims.
The allegations started in 2015 when a school principal noted what was believed to be indecency on a student’s confiscated phone.
An officer took the report and generated a case number.
Then, in May 2024 an officer spoke with a person who made an outcry against Jesse Jesus Salinas for incidents that occurred when she was 15 years old.
According to the probable cause affidavit, the victim described four incidents that reportedly occurred in a week’s time span in 2015 in Port Arthur.
On Sept. 18, 2019, a person reported to police her two brothers were sexually assaulted by Salinas when they were children.
The case was investigated and closed in 2021, according to court documents, but reopened when the accused became a suspect in another sexual assault investigation.
In 2021, a victim reportedly admitted to being sexually assaulted by Salinas but decided not to pursue charges at that time.
While police were investigating the new case, a previous victim was contacted and made aware that Salinas was being investigated. The officer asked if this victim would reconsider filing charges, and he said he would.
This victim stated the sexual assaults occurred from ages 5 to 13 and described the incidents.
The victim could not give the exact number of times the man assaulted him, as the abuse spanned more than eight years.
He reportedly did not want to pursue charges previously because he did not want his siblings to be mad at him, the document read.
Salinas was arrested May 29 on a charge of sexual assault of a child with bond set at $15,000 and aggravated sexual assault of a child with bond at $25,000.
He was released on bond the next day according to information fro the Jefferson County Sheriff’s Office.
