Port Arthur Police received a call on July 9 from a detective in Terrebone Parish, Louisiana, who said they had reason to believe Randell was hiding from authorities on a tugboat in Port Arthur.

Port Arthur Police and the Jefferson County Sheriff Marine Unit coordinated to have the tugboat come to the dock. Once there, Randell was located and arrested without incident.

Authorities later discovered Randell had two active felony family violence warrants from Harris County.
