Gilliam to retire, cannot serve as judge again as part of agreement

An agreement has been made in which Tom Gillam III, who served as Jefferson County Precinct 8 Justice of the Peace for a number of years, will retire his position and voluntarily agree to never serve in a judicial seat.

A charge of official oppression related to alleged sexual harassment was dismissed as part of the agreement.

Anna Emmons, first assistant with Liberty County District Attorneys Office said the terms were finalized Wednesday.

The agreement states Gillam cannot stand for election or act as an appointee and perform any judicial duties.

The State agreed to dismiss the misdemeanor charges if Gillam abides with the above-mentioned caveats.

The allegation against Gillam stems from an incident that allegedly occurred on or around June 28, 2022, in which Gillam sexually harassed a woman by making “unwelcome sexual advances, making requests for sexual favors and physical conduct of a sexual nature,” according to the indictment. The Texas Rangers investigated the case, and the Jefferson County District Attorney’s Office recused itself from any potential prosecution of Gillam.

Gillam was indicted by a Jefferson County Grand Jury for the Class A Misdemeanor offense of official oppression on Aug. 23, 2023. The State Commission on Judicial Conduct suspended Gillam Sept. 1, 2023 for a pending criminal matter, according to the Commission’s website.
