Water District 10, Sabine Pass ISD issues also on ballot

Besides the Port Neches-Groves school board choices, there will be two other local issues on the ballot Nov. 7.
Voters in Sabine Pass will determine whether that district gets more tax revenue through a tax ratification vote.
That vote, if it passes, would put the district’s ad valorem tax rate at $1.227167 per $100 valuation in Sabine Pass ISd for the current year, a rate tat is $0.335354 higher per $100 valuation than the school district rollback rate.
Then, voters living within the Water Control Improvement District 10 area will be asked to approve a tax hike for repairs.
The Jefferson County Water Control Improvement District 10 Board of Directors is asking voters to consider a $5.44 million dollar bond proposal for improvements to the sanitary sewer collection system, water distribution system and for water treatment plant improvements.
If voters pass the proposal the total tax rate will increase to approximately $.3669 per $100 property value in 2018.
The improvements are broken down into three categories.
Category 1, at a sum of $366,000, will go for the sanitary sewer collection system improvements. This includes a district-wide sanitary sewer system analysis using smoke testing and closed circuit TV to identify faults in the over 25 miles of sanitary sewer pipe.
This would also include relocating an eighth-inch water line in the back of the Highland North Subdivision and improvements to reduce water backups during rain events from infiltration and inflow in the Hollywood area and Stillwater Subdivision, according to information from the water district.
Category 2 of the proposition comes in at $2.125 million for water distribution system improvements including the replacement of aging and undersized waterlines to help reduce water line breaks and improve flow.
Category 3, at $1.42 million, is earmarked for water treatment plant improvements including water plant filter rehabilitation, a new clear well and transfer pumps, electrical system upgrade which consists of a new electrical control room, electrical panel controls, wiring and switchgear.
In September, the board of directors set the tax rate at $.184063 per $100 property valuation for bond indebtedness and $.03 per $100 property valuation for the operation and maintenance of the fire department for a total tax rate of $.214063 per $100 property value.
There are approximately 1,700 homes in the district.
