PNGISD receives top financial rating

GROVES — Port Neches-Groves Independent School District has earned a superior achievement rating in the state’s school financial accountability rating system.
The district scored 98 out of 100 on the worksheet for the School Financial Integrity Rating System of Texas.
Sheri Drawhorn, PNGISD business manager, said during a recent public hearing that the slight deficit — two points — from having a perfect score dealt with long-term liabilities to assets.
According to the FIRST worksheet for the 2015-2016 school year, which reflect the most current statistics available, the district received eight of 10 points on the question: “Was the ration of long-term liabilities to total assets of the school district sufficient to support long-term solvency?”
In addition, districts are asked to disclose information on reimbursements received by the superintendent and board members for the 2016 fiscal year.
For the 12-month period, then superintendent Rodney Cavness saw $9,190.86 in reimbursements.
They include meals, $105.66; lodging, $2,925.30; transportation, $3,889.90; and other, $2,270.
Trustee Lana Parker’s total was $1,022.88 with $647.88 for meals and $375 for other.
Trustee Rusty Brittain saw a total of $100, listed under the other category. No other trustee was listed as having reimbursements.
Meals, as defined in the document, were meals consumed off the school district’s premises and in-district meals at area restaurants excluding catered meals for board meetings.
Lodging tabulates hotel charges while transportation is the sum of airfare, care rental, taxis, mileage reimbursements, leased cars, parking and tolls.
Other refers to registration fees, telephone/cell phone, Internet service, fax machine and other reimbursements.
Outside compensation and/or fees received by the superintendent for professional consulting and/or personnel services totaled zero and no one on the school board or the superintendent at that time showed any gifts received or business transactions.
A copy of interim superintendent Jimmy Creel’s contract was also attached to the document showing various duties and his base salary rate of $695.26 per day.
