Former PA city streets supervisor arrested on gas theft; 3 others sought

Former Port Arthur city streets supervisor Steven Guidry Jr. was arrested on felony theft by a public servant and engaging in organized criminal activity in relation to a gas theft scheme Monday night.

Guidry is one of two former public works supervisors charged with the crimes. Randle Davis Jr. was also charged and police are looking for him.

The charges also include two Port Arthur business owners who, according to police, profited from the stolen gas scheme that all four were an active part of and individually profited from in stealing from the city of Port Arthur. David Frank and Rabindra Nauth have been charged with engaging in organized criminal activity and aggregate felony theft.

Port Arthur Police Lt. Martin Blitch is credited for heading up the investigation.

“He (Blitch) was amazingly thorough and no stone was left unturned,” Jefferson County District Attorney’s Office Investigator Marcello Molfino said.

Guidry and Davis’ bonds were set at $100,000. Frank and Nauth’s bonds were set at $60,000. The charges against the former city employees are first degree felonies and the charges against the business owners are second degree felonies.

The charges stem from a long term investigation in which more than $147,000 in fuel was stolen from the city of Port Arthur within the last year.

Neither Frank nor Nauth are in custody as of Monday night.

Anyone with information on crimes involved public integrity issues or public integrity crimes in the city are urged to call Lt. Blitch at the Port Arthur Police department or the Jefferson County District Attorney’s Office and speak to an investigator in the public integrity division.
