PA man held without bond for shooting death

A Port Arthur man is being held without bond for Saturday’s shooting death of a man at an apartment complex.
Otis John Babino Jr., 36, is charged with the murder of Jeffrey Richardson, 31, whose body was found in his residence at Timber Creek Apartments, 3605 Jimmy Johnson Blvd. shortly before 4:30 p.m. Dec. 17.
LaRisa Carpenter, public information officer for the city of Port Arthur, said information from police regarding the homicide is limited as the investigation is ongoing.
Police responded to the 911 call of an unresponsive person and found the victim dead from a single gunshot wound, according to a press release from the Port Arthur Police Department. Justice of the Peace Tom Gillam III was called to the scene and ordered an autopsy.
According to the probable cause affidavit, Babino was at the murder scene and later made a statement to a relative about the shooting. Police had not released specifics on the cause of death — shooting, at this time.
The affidavit states Richardson was shot with a .380 caliber firearm in his chest.
The document also states a possible motive; a retaliation for an alleged crime against Babino.
Babino was arrested within 24 hours of the homicide.
