Budget, tax rate up for talks in Port Neches

PORT NECHES — With a proposed tax rate increase of 1 cent over last year, the city of Port Neches will see a balanced budget.

Councilmembers in Port Neches will hear the 2018-2019 fiscal year budget during the 4 p.m. Thursday meeting at Port Neches City Hall, 1005 Merriman St.

City Manager Andre Wimer said the total proposed budget for all funds is $18.1 million.

Of that:

• The general fund budget is $10.8 million

• The water and sewer fund budget is $3.5 million

• The sanitation fund budget is $1.4 million

• The debt service fund budget is $1.9 million and

• The economic development corporation budget is $452,000

Wimer said the proposed budget is balanced and he does not anticipate the use of fund reserves for the upcoming fiscal year.

The proposed tax rate is .735000 per $100 of assessed value.

“This reflects a 1 cent increase over the current fiscal year,” Wimer said. “The factors related to the increase are the creation of the school resource officer in conjunction with the Port Neches-Groves Independent School District, restoration of full funding for the city street program and some additional costs that will be incurred for health insurance.”

Some of the proposed major expenditures include the purchase of three patrol vehicles for the police department, one of which will be assigned to the school resource officer and the replacement of a vehicle for the fire department.

The city’s total assessed value increased by less than 1 percent, Wimer said.

The total taxable value is $913.9 million and the 2017 roll was $905.1 million for an increase of $8.7 million.

Other agenda items include:

• Presentation by the Lower Neches Valley Authority regarding a proposed canal improvement project.

• Discuss and take action regarding the approval of ordinance No. 2018-07, repealing ordinance No. 2018-03 and closing, vacating and abandoning an alley located in the 200 block of Canal Street and authorizing sale of the property.

• Discuss and take action regarding the approval of designating no parking areas in the 400 block of Avenue F and 400 block of Avenue G.

• Discuss and take action regarding the approval of payment to DRC Emergency Services LLC for Hurricane Harvey debris removal.

• Discuss and take action regarding the approval of payment to Tetra Tech Inc. for Hurricane Harvey debris monitoring.

• Discuss and take action regarding the approval of release of retainage, final payment and acceptance of the supervisory control and data acquisition, or SCADA system, for the water treatment plant, wastewater treatment plant and lift stations, 2016 certificate of obligation.
