Port Arthur resident recognized by Texas legislative Black Caucus 89th session

Port Arthur resident and long-time educator Phyllis Lacey Baker was awarded the Outstanding Texan Award by the Texas Legislative Black Caucus in Austin.
Baker was joined by Dora Nisby of Beaumont and both women were invited to the celebration by Representative Christian Manuel.
The celebration also included a gala that included other guests from the caucus comprised of 20 black state representatives and two black senators.
The gala started with a reception, program, dinner, live Jazz band entertainment and award presentations by their representatives. The following day Manuel invited both women to breakfast and a tour at the state capitol.
The Outstanding Texan Award is presented to individuals who exemplify leadership and have significantly contributed to the success of their communities.
