Wind Hub seeks access to Pleasure Island

Officials hoping to develop an offshore wind hub and a wind farm on Pleasure Island are asking the city for a temporary right-of-entry to conduct survey and field investigations for the project.
City Council will consider a resolution authoring the right-of-entry at the 5:30 p.m. meeting Tuesday at city hall.
Officials with Diligence Offshore Services LLC made a presentation to councilmembers at the April 9 meeting.
The project requires a 600-acre tract of raw land and up to 20 site specific wind energy areas in Sabine lake along with other rights of ways and rights of use easements, according to information from the city.
Organizers Harry and Paulette Crawford first announced the project in August 2023 touting it as the first independently black-owned, deep-water facility and manufacturing site that was choosing Pleasure Island its home.
They are working with Grace Hub Inc., a nonprofit that “creates multi-faceted streams of community development & social fabric in the areas of disaster relief, care for children experiencing poverty/trauma, homelessness services and food insufficiency in underserved communities,” according to their website.
Grace Hub will be the general principle for community benefits or the city of Port Arthur. This translates, they said, into money for training for renewable energy, as well as grants for entrepreneurs looking to start a business and for affordable housing.
Diligence’s plan, according to the April meeting, also involves providing energy services to senior citizens.
The company is not interested in being on the Texas grid; instead they want to sell their excess power to senior citizens that meet certain requirements.
