Indictment returned in Port Arthur murder case

A Jefferson County grand jury indicted Jaqiera Janay Alpough for the March 4 murder of Kevon Jeffery Washington.
According to the indictment, Alpough lured Washington to the Lakeview Palms Apartments under the impression she would engage in sexual acts with him.
Through an investigation and interviews, Port Arthur Police learned James Earl Halloway, who was arrested for the murder in November, had an ongoing feud with Washington.
Police said Alpough used Facebook messenger to communicate with Washington and met Alpough at the park in front of the apartments as they agreed to do in their messages. Alpough then led Washington to a vacant apartment, where Halloway hid waiting. While Alpough pretended to unlock the door as a stall tactic Halloway approached Washington and shot him.
After Washington fell to the ground, Halloway stood over him and shot him multiple times, causing his death, investigators say.
Interviews and phone records corroborated that Halloway was at the crime scene at the time of the homicide. Additionally, a second female who was on the scene and accompanied Alpough witnessed the shooting.
The second female, who was not named in the indictment, said Alpough set Washington up so Halloway could kill him. The second female also said Alpough told her he threatened to shoot them if they yelled.
When Halloway was arrested, he was held without bond and had other outstanding warrants. According to a previous story, at the time of his arrest, Halloway was using crutches after being shot during an incident in Louisiana.
