$1 million bond set for men accused of killing Port Arthur man in 2019

Bond is set at $1 million each for two men arrested for last summer’s shooting death of Joel Martinez.
Jaylen Lott, 27, was arrested in Port Arthur without incident on Friday.
Port Arthur Police Department investigators with the narcotics and gun unit tracked the other suspect, Rakeem Roache, 25, to Baytown. He was taken into custody with the assistance of Baytown Police Department and was in the Harris County Correctional Facility as of Monday afternoon.
Port Arthur Police Chief Tim Duriso said Roache will be extradited to Jefferson County but did not know a timeline.
Police did not speculate on a possible motive as neither Lott or Roache are cooperating at this time.
“It definitely took team effort between the detectives and officers, ID tech, Baytown PD and the DA’s office to get the warrant over the weekend,” Duriso said. “Although we’re going through a pandemic we are still out and trying to solve other crimes.”
The crime
Police were called to a possible drive-by shooting around 1:15 a.m. July 19 at a home in the 3200 block of 18th Street.
Police at the scene were told two men approached a man at the back of a residence and demanded money. Another man came outside the home and was also confronted, police said at the time.
During the altercation the man that was first confronted — Martinez — was shot while trying to flee and the other man who had stepped outside the home was struck with a pistol and suffered non-life threatening injuries.
Martinez, 42, was brought to a local hospital, where he died.
About a week later PAPD began a search for a female believed to be a person of interest in the killing. The woman was located but not charged.
By Aug. 1, PAPD began looking for what they believed to be a suspect vehicle seen leaving the area after the homicide. A status update on the vehicle — whether it was linked to the crime — was not available.
